Culture Is Not Soft: Culture Is Strategy Execution Itself
Most managers view culture as an adjunct to strategy; Gerstner considered this a fundamental misunderstanding. At IBM, the technology, processes, and strategy were all excellent; the cause of failure was culture—a culture that rewarded internal politics, avoided customers, and resisted change. Changing culture is not about HR programs but about systematically reshaping behavior through every decision, every promotion and dismissal, every resource allocation.
