Grand Secretary of Ming Dynasty who drove imperial reform through the Single Whip Law and the Kaocheng performance system
Zhang Juzheng (1525-1582), courtesy name Shuda, art name Taiyue, was a statesman and reformer of the Ming Dynasty from Jiangling, Hubei. He served as Grand Secretary from 1573, assisting the Wanli Emperor for a decade. His Single Whip Law consolidated taxes and corvee into silver payments, greatly simplifying the tax system and increasing fiscal revenue. The Kaocheng system established official performance assessment, improving administrative efficiency. Zhang Juzheng's reforms transformed the Ming treasury from deficit to surplus and stabilized the frontiers, known historically as the Wanli Restoration. His reform philosophy centered on the belief that extraordinary achievements require extraordinary people, arguing that reformers must have the courage and commitment to transcend conventions. Zhang Juzheng died in 1582 and was posthumously purged by the Wanli Emperor, but his reform legacy had a lasting impact on Ming fiscal stability for decades.
True reform is not rule-following but requires the courage and commitment to transcend conventions. Reformers must dare to break through established interest structures and bear political risks to achieve real change. Zhang Juzheng opposed empty theorizing and emphasized that governance must produce practical results. He believed that an official's value lies in whether they can complete actual tasks, not in whether they can engage in lofty discourse. The Kaocheng system was the institutional embodiment of this principle: measuring officials' value by results and performance.

Zhang Juzheng believed that fundamental reform was nearly impossible under a decentralized system. By controlling the Grand Secretariat and holding the red-ink approval power (through the trust of the Emperor and Empress Dowager), he highly concentrated decision-making power, creating conditions for forceful reform. This was an important distinction between him and other historical reformers.

Zhang Juzheng deeply recognized that all of the Ming Dynasty's problems were related to fiscal difficulties. Without sufficient fiscal revenue, the military could not be maintained, officials could not be managed, and reform could not be sustained. He therefore placed tax reform at the top priority of all reforms, believing that solving fiscal problems was a prerequisite for all other reforms.

In 1572, Zhang Juzheng seized the historical window when the Wanli Emperor was young, Empress Dowager Li was trusting, and Feng Bao was cooperative, quickly establishing an extraordinarily strong power base, then using this foundation to implement a decade of systematic reform. His success demonstrated the importance of the reform window of opportunity.
Zhang Juzheng forcefully promoted reform during his lifetime with significant results; but shortly after his death he was purged by the Wanli Emperor, his family was ransacked, and he was stripped of his titles. This paradox reveals the fundamental tension between reformers and power structures: the more successful the reformer, the more likely they become a target for the restoration of power.
To promote reform, Zhang Juzheng did not hesitate to suppress speech, attack political enemies, and violate Confucian propriety (such as the Duoqing incident). His reform goals were legitimate, but his methods were often criticized as autocratic and overbearing. This contradiction remains a core point of historical controversy.

Zhang Juzheng passed the jinshi examination at twenty-three and entered the Hanlin Academy, gradually rising to the Grand Secretariat. During this period he deeply observed the Ming Dynasty's fiscal difficulties and administrative corruption, forming a reform philosophy centered on practical results, and accumulating the connections and political capital needed to promote reform.

After Emperor Longqing died, allied with Feng Bao and Empress Dowager Li to quickly establish Grand Secretary status
In 1572 Emperor Longqing died and the ten-year-old Wanli Emperor ascended the throne. Zhang Juzheng allied with Chief Eunuch Feng Bao, gained the trust of Empress Dowager Li, eliminated political rival Gao Gong, and established his absolute authority as Grand Secretary, laying the power foundation for subsequent reforms.
